Scope decides how much data counts as enough. A plan that allows six new pages does not need a 50,000 row export. For most small and mid-sized sites, a few hundred to a few thousand clean queries is a typical working range.

One canonical definition removes the repeated restatements. Pass means the item holds and evidence exists. Fail means it breaks a decision. Unknown means data or judgment is missing. Not applicable means scope excludes the item, with a reason written down.
Cleaning, clustering and page mapping
- Keep raw queries beside normalized versions and classification fields.
- Do not merge product models, locations, or alternate meanings by default.
- Group phrases only when one destination can satisfy them naturally.
- Map each cluster to an existing page, an improvement, a new page, a paid test, further research, or no action.
- Check whether a competing URL already ranks before approving production.

The unknown row blocks nothing yet, so it does not stop production. The pass row releases a brief. A review that cannot fill a table like this is not finished, whatever a percentage score says.
Priority and the completion gate
Priority keeps customer value, offer fit, capacity, evidence, demand range, effort, and risk visible on one row. Release records carry the target group, URL, date, measure, and maturity window. Observed queries and qualified outcomes update the map after publication.
Resolve failures that could create irrelevant or duplicate production before chasing more keywords. The review closes when stakeholders can explain why a task deserves a destination and what result changes the next decision.
